Metrolinx is accepting Submissions for the provision of “Design of Consolidated SCADA System for Remote Monitoring & Asset Information Collection”.
Metrolinx is a Crown agency of the Government of Ontario under the Metrolinx Act, 2006, reporting to the Ministry of Transportation. It was created to improve the coordination and integration of all modes of transportation in the Greater Toronto and Hamilton Area (GTHA). The Metrolinx mandate includes delivering the best possible transportation services today while leading the way to an even better, more convenient service tomorrow; making the best possible use of public transportation investment dollars; and measurably improving the quality of life in the region.
The objective of this Request for Proposal (RFP) is to solicit proposals from Proponents. The requirements are more particularly described in Scope of Work of this Request Document.

Your Submission for this opportunity must be sent to Metrolinx through the use of Metrolinx MERX EBS. Bidders shall be solely responsible for the delivery of their Submission using Metrolinx MERX EBS by the Closing, in accordance with the Instructions to Bidders.
Only Proponents who possess the following experience and qualifications will be considered for award of this Contract:
1.1 The necessary resources to complete the design sustainably, cost-effectively; able to meet the schedule and complete the Work to the satisfaction of Metrolinx;
1.2 Minimum 5 years of experience in designing and building SCADA systems for all vital railway equipment (signals, track circuits, grade crossings, switches, etc.) and secondary systems (e.g. snow clearing devices, HVAC, power, etc.) with expertise in:
a) Assessing electrical equipment to identify operating parameters and variables that allow for monitoring of asset health and operation.
b) Determining the appropriate sensors and associated hardware required for collection of data on operating variables and parameters allowing optimal asset monitoring.
c) Radio and IP communications network design.
d) Fiber-optic transmission, radio towers, and wireless integration.
e) Rail-specific SCADA and control center systems
f) Communication protocols for data transfer from field equipment to central data repository
g) Data storage solutions allowing for continuous data retrieval using secure methods
h) Industrial networking protocols and architectures
i) Industrial HMI/SCADA interface design with focus on usability and performance including monitoring asset operaton and setting up of alarms and notifications for abnormal behaviour.
j) Integrating SCADA systems with other systems such as RTC, incident management systems (Fault Control Desk), video wall systems etc.
