Metrolinx is accepting Submissions from Proponents for “Cost Assurance and Verification Services for Stations, Rail and Systems for Eglinton Crosstown West Extension (“ECWE”) Project.”
The requirements and Scope of Work are described in the Request Document and Request Document Forms which are only available through the Metrolinx MERX Electronic Bid Submission (EBS) Portal at www.metrolinx.merx.com

ELECTRONIC BID SUBMISSIONS will be accepted until 3:00 p.m. Toronto, Ontario time on June 11, 2025.
NOTE: ELECTRONIC BID SUBMISSION
Your Submission for this opportunity must be sent to Metrolinx through the use of Metrolinx MERX EBS. Proponents shall be solely responsible for the delivery of their Submission using Metrolinx MERX EBS by the Closing, in accordance with the Instructions to Proponents.
Only Proponents who possess the requested experience and qualifications will be considered for award of this Contract. The Proponent should demonstrate its experience in performing work similar in scope, complexity and estimated value as the Scope of Work stated in this Request Document, by including a detailed description of the Corporate Firms qualifications and experience including but not limited to:

Minimum five (5) years of experience in
- Financial forensics analysis for large, complex projects;
- Establishing high standards of accountability for cost assurance of complex projects, preferably on large infrastructure projects, and
- Undertaking audits on a continual and on-going basis, preferably on large infrastructure projects.
Minimum five (5) years experience in cost assurance audit of infrastructure development projects delivered through cost plus model (e.g. Delivery Partner contracting model, Progressive Design Build contracting model and/or Alliance contracting model etc.)

Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
