Metrolinx is issuing this Request to Qualify and Quote (RQQ) to retain the services of a Vendor to provide the goods and/or services described herein. Metrolinx intends to notify a Proponent of acceptance of its Submission and enter into a Contract through an open, fair and competitive process.
Metrolinx is accepting Submissions for the provision of Settlement Monitoring Services to be delivered on as needed basis for Request No. RQQ-2021-REPC-592.
Metrolinx is a crown agency of the Government of Ontario under the Metrolinx Act, 2006, reporting to the Ministry of Transportation. It was created to improve the coordination and integration of all modes of transportation in the Greater Toronto and Hamilton Area (GTHA). The Metrolinx mandate includes delivering the best possible transportation services today while leading the way to an even better, more convenient service tomorrow; making the best possible use of public transportation investment dollars; and measurably improving the quality of life in the region.
Metrolinx is embarking on a GO Rail Expansion Program to provide faster, more convenient ways to transport people in the Greater Toronto Hamilton Area (GTHA). GO Rail Expansion Program will provide significant new travel choices for the GTHA residents, which may include electrified service on rail corridors Metrolinx owns, amongst other alternative transportation methods. This will also include trains efficiently running every fifteen (15) minutes, two-way all-day service on weekdays, during the evenings and on weekends in core areas.
The transformation to two-way, all-day service is a complex project, affecting GO Transit's seven (7) operating rail corridors of over eight thousand (8,000) square kilometers that carry two hundred thousand (200,000) daily commuters and freight through more than thirty (30) municipalities. The program will require significant planning, infrastructure investment and cooperation with a wide array of stakeholders
The OnCorr infrastructure work planned under the GO Rail Expansion Program will require a significant amount of utility relocations to support the initial capital works build. Utility relocations will support proposed Electrification, Track, Civil and Grade separation infrastructure. The utility relocations are primarily with Dry Utility Owners (Gas, Hydro, Telecom) throughout the GTHA. As a result, Metrolinx has committed to the relocation of three hundred and forty-five (345) overhead utility conflicts with the proposed Electrification infrastructure. A hundred and thirty-five (135) of these relocations will be delivered through the OnCorr Overhead Utilities Relocation project.
Existing Metrolinx Guidelines require ground movement monitoring on the Metrolinx Right-of-Way (ROW), and vicinity for underground crossings. Metrolinx is seeking to establish a Vendor of record to provide services for settlement monitoring of Metrolinx Assets, including tracks, bridges and signal mast foundations. The services for settlement monitoring are to be used on an as-required basis for utility relocations delivered through the OnCorr Overhead Utilities Relocation project.
The objective of this Request to Qualify and Quote (RQQ) is to solicit proposals from Proponents for the provision of settlement monitoring services on an emergent basis over a two-year term, with two additional option years. The successful proponent will support the Metrolinx OnCorr Overhead Utilities Relocation program by working with internal Metrolinx staff to ensure the integrity of Metrolinx Assets and the safety of Metrolinx passengers through the development and execution of approved settlement monitoring plans. The requirements are more particularly described in Scope of Work of this Request Document.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.
Only Consultant who possess the following experience and qualifications will be considered for award of this Contract:
(A) Ten (10) years of experience in project management, design, construction administration, technical inspections, geotechnical engineering, earthworks, settlement monitoring devices and technologies.
(B) Ten (10) years of experience related to heavy rail, or road, or building, or bridge settlement and tilt monitoring activities and/or utility construction programs.
Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
