Corrective Action/Preventive Action (CPCA) Systtem for Transit Service Performance Management
Metrolinx has adopted an enterprise wide focus on Continuous Improvement and LEAN best practices. These practices include the future application of a Corrective Action/Preventive Action (CAPA) Service Performance Management System, which will include Root Cause Analysis to manage service performance of both our rail and bus services. The identification, assessment and correction of causes that reduce or compromise performance levels is currently undertaken by many internal groups, at varying levels of sophistication and with a range of tools/resources. Metrolinx is seeking a Cloud-based, out-of-the-box, configurable software/technology solution to enhance our continuous improvement objectives in the area of transit service performance management, specifically to incorporate a centralized framework and system applicable for all groups across Operations. The focus of this system will be on service punctuality and reliability (i.e. delays, cancellations).
Information gathered as a result of this RFI process could be used to establish the requirements for a future Request for Proposals (RFP) in relation to a CAPA Transit Service Performance Management System.
The scope of this Request for Information (RFI) is to gather the information in order to establish the capability of Proponents offering a Cloud-based CAPA Transit Service Performance Management software/technology solution, incorporating a mobile application. The information received from Proponents will help determine Metrolinx requirements for this range of services moving forward.

RFI Submissions will be accepted until 3:00 p.m. Toronto Time on August 30, 2021 through Electronic Bid Submission (EBS) at the Metrolinx MERX Portal.
Vendors must download the RFI documents from the Metrolinx MERX Portal in order for their submission to be considered. Metrolinx reserves the right to reject any or all submissions at its sole discretion.
